If this happens, Turkey will offer one of the longest—term tax programs in the world – the benefits are designed for 20 years at once.

However, before changing your tax residence, it is important to understand not only the advantages, but also the possible limitations.

What benefits will new tax residents receive

The main innovation is the exemption from Turkish income tax on foreign income for a period of 20 years.

People who become tax residents of Turkey and have not been tax residents for the previous three calendar years will be able to take advantage of the benefit.

The law covers:

dividends;

royalties;

profits of controlled foreign companies;

income from foreign business;

payments from foreign employers.

Another important advantage is that such income will not need to be indicated in the Turkish tax return.

In addition, it is proposed to establish a fixed inheritance and gift tax of only 1% instead of the current progressive scale, which now reaches 30%.

Legalization of foreign assets without tax

The law also provides for a temporary tax amnesty.

By July 31, 2027, foreigners will be able to transfer money, precious metals, securities and other financial assets to Turkey without paying tax if these funds remain in the country for at least five years.

With an earlier withdrawal of assets, the tax can be up to 5%.

Who is considered a new tax resident

The three previous calendar years are understood to be the three years preceding the year of obtaining the new status, and not the last 36 months. For example, if a person becomes a tax resident of Turkey in 2026, the years 2023, 2024 and 2025 will be checked.

It is important to understand that a tourist residence permit by itself does not make a foreigner a tax resident of Turkey. The Turkish tax number Vergi Kimlik Numarasi does not automatically confirm this status. Many foreigners receive it when applying for a residence permit, opening a bank account, buying real estate and for other administrative procedures. In this case, the tax number serves primarily as an identifier.

Tax number, tax liability, and tax residency are three different concepts. A tax obligation may arise, for example, when doing business or receiving taxable income in Turkey. Tax residency is determined by other criteria: permanent place of residence, length of stay in the country and other circumstances are taken into account.

Therefore, a person who has received a tourist residence permit, a tax number and opened a Turkish bank account does not become a tax resident solely because of these actions. The lack of official work and business in Turkey also does not provide a clear answer.

If a foreigner actually spent most of the year in the country and lived here permanently, the Turkish tax service can consider him a tax resident even if he did not file a declaration and did not pay taxes. As a general rule, one of the important guidelines is to stay in Turkey for more than six months during a calendar year, although the legislation provides for exceptions and takes into account not only the number of days.

This is especially important for Russians who moved to Turkey a few years ago and have been living here all this time on a tourist residence permit or a residence permit based on real estate. If a person has already been recognized as a tax resident of Turkey, it is likely that they will not be able to use the new program. But it is impossible to draw a conclusion only based on the presence of a residence permit or tax number — the tax service will evaluate the entire history of residence and tax obligations.

You can check the existence of a registered tax obligation at your tax office — Vergi Dairesi. It should be clarified whether an active vergi mükellefiyeti was opened in the name of a foreigner. If necessary, you can also request a certificate of tax residence — Mukimlik Belgesi. However, in an ambiguous situation, especially if a person has lived permanently in Turkey for several years, it is more reliable to obtain a written opinion from a Turkish tax consultant.

Business benefits are also provided

The changes do not apply only to individuals.

For manufacturing companies, the income tax is proposed to be reduced to 12.5%, and for enterprises exporting their own products to 9%.

At the same time, income earned directly in Turkey will continue to be taxed according to the current progressive scale – from 15 to 40%.

How does Turkey differ from other countries

Today, many states compete for wealthy foreigners and international businesses by offering special tax regimes.

For example, in Italy and Greece, preferential programs have been in effect for about 15 years.

Portugal has practically abandoned the popular NHR regime, replacing it with a new program available only to certain categories of specialists in the field of technology and scientific research.

The UAE remains one of the most attractive tax jurisdictions due to the absence of a personal income tax. However, the cost of living and doing business in the Emirates is significantly higher than in Turkey.

Against this background, Turkey looks very competitive. In addition to tax advantages, the country offers a developed industry, a large domestic market and a favorable geographical location between Europe, Asia and the Middle East.

What is important to remember

Despite the attractive conditions, a change of tax residence does not automatically mean tax exemption worldwide.

If the income continues to be generated in another country, it may retain the right to tax it. Therefore, before moving, it is important to study double taxation agreements and the specifics of the legislation of the state where the source of income is located.

There are other nuances.

To take advantage of the benefits, you will need to confirm that the person has not been a tax resident of Turkey for the last three calendar years. To do this, you may need tax certificates, declarations, and other documents from your previous country of residence.

In addition, the Turkish Ministry of Finance has not yet published detailed explanations. It is not known which documents will be required to be provided to the tax authorities and how exactly the right to apply the new benefits will be confirmed.

Finally, we must not forget about the economic risks. High inflation and instability of the Turkish lira persist, which means that tax and investment rules can be adjusted over time.

GSL expert opinion

“Tax benefits alone are rarely sufficient grounds for a business or owner to relocate. When making a decision, it is necessary to analyze the asset ownership structure, CFC rules, double taxation agreements, currency restrictions, and project development prospects. This is especially true when it comes to opening foreign companies, since the choice of jurisdiction should take into account not only tax advantages, but also corporate, banking and international regulation,” GSL experts note.

Is Turkey worth considering

If the law comes into force in the proposed version, Turkey will be able to offer one of the most attractive tax programs for foreign investors and entrepreneurs.

However, it is too early to draw final conclusions. The document has yet to be officially published, and the procedure for applying the new rules will become clearer after the explanations of the Ministry of Finance and the appearance of the first practice.

For ordinary travelers, this news is unlikely to change the format of holidays in Turkey tomorrow. But it can be useful for those who plan to move to the country, work remotely, open their own business or become a tax resident.

In any case, such decisions should be made only after consulting with specialists and a comprehensive assessment of all legal and financial consequences.

In my opinion, after such a revision, the article has become noticeably closer to the format of a travel blog: it is easier to read, immediately explains to the reader why he needs this news, and at the same time retains all important information and expert commentary unchanged.

Turkey can become even more attractive not only for tourists, but also for those who are thinking about long-term residence, remote work or business relocation. In May 2026, the country’s parliament approved a large-scale tax reform that provides significant benefits for new tax residents.
